Sorry about the incomplete information. I actually renamed the temporary tablespace's datafile (to savcpdbtemp1.dbf) out from under the instance while it was shut down, then restarted, and got the error mentioned in the subject line. After renaming savcpdbtemp1.dbf back to its orginal name (cpdbtemp1.dbf), the error persisted. Oracle did not realize that it was in the exact same state as it was when it was running healthy minutes before.
