Personal Oracle, Workgroup Server, ODBC

I have both Personal Oracle and the Client/Adminstrator software for NT Workgroup Server. I can connect to either by specifying the proper connect strings, no problem. The problem is that Personal Oracle seems to be the default. If I try to connect via ODBC through an external program (VB, for example), the Personal Oracle database is always started, even if I have the connect string for the Server database specified in the code.

After Personal O. starts, I get connected to the correct database, though.

I'm guessing that there is either an Oracle config file, or a Win95 registry entry that defines which DB is the default. Can anyone tell me where to look?
