Remote database server problem!

I have the following problem:

Two databases (7.3)

One database uses procedures/functions on the other one. These procedures/functions are executed by users via user interface (Forms 4.5). I want to check, before executing procedures/functions, if remote database is available. Because UI hangs when this is not the case. Any suggestions one how to do this, or why UI hangs???
