Listener.ora and TNS_ADMIN

Hi all,

I've recently had to install several more Oracle 7.3 instances on NT/Alpha. Usually, we point the TNS_ADMIN environment variable to point to a sub-directory other than the default \ORANT\NETWORK\ADMIN. The listener.ora, tnsnames.ora, and sqlnet.ora files are in this new directory. With these recent installs, have tnsnames.ora and sqlnet.ora in the new directory pointed to by TNS_NAMES works fine, but the listener.ora file is seen only in the default \ORANT\NETWORK\ADMIN directory.

I've looked everywhere for why this is happening. It isn't keeping me from running the systems, but it is behavior that continues to irritate me. Can anyone shed any light why this is happening and where I might look to "fix" it?
