Oh! this brings back memories!!!

There are multiple things that could cause this.

The default configuration file needs some tuning in terms of colors and preferences. This file is called something like TK2MOTIF??? This needs to be in the path.

If you are accessing it from a terminal (not on the server), the display needs to be 256 colors or less. (I'm not sure what causes this).

The /var needed a lot of free space.

The DISPLAY and TERM parameters need to be set for the Oracle tools and executed on login scripts.

If the above don't work, more information on how you are trying to run the tools may help.
