If you are going to use updatable snapshots I have seen sites that use this technology, that have a single master with >1000 snapshots (updatable) sites. Updateable snapshots are well suited to mostly unconnected replication.

If you intend to use multi master replication, this may prove to be a tall order, as the most masters I have seen in a single system was 18, the problem will come down to administration of all these master sites.
