Personal Oracle 8 : How to connect???

I have installed Personal Oracle v8.0.3 and I have the listener running but I can't seem to get Developer/2000 or Designer/2000 (SQL*Plus 8 is no problem) to connect to it. The error I am getting is:

ORA-03121 : No interface driver connected

The listener looks like it is using a TCP protocol but when trying to test a TCP or a Bequeath connection in Net8, neither work.
