I've the return code ORA-12203.


The Problem occurs only with databases version 7.3 .
You can easily connect to db's with version 7.2 or 8.0.
Since version 7.3 oracle was changed the default national db-characterset,
and the charaterset-files don't store on local system.
The problem is fixed in version 8.04 for windows/nt.
