If you used Name Server you wouldn't need to maintain a "tnsnames.ora" on each client machine.
However, you would still need to provide an alias and maintain a "sqlnet.ora" file on the clients.
The "sqlnet.ora" would point the clients to the "names server" and the alias would be resolved their.
