Can not startup Personal Oracle7 Problem - please help!

I have installed a download Personal Oracle 7.3.2 onto Windows 95. I can not start it with error message:

     ORA-1513
     Can not startup Oracle7 instance.

However, the error code ORA-1513 is not available from the installed documentation.

My configuration is:

set PATH=%PATH%;E:\ORAWIN95\BIN
set ORACLE_HOME=E:\orawin95

TCP/IP using Dialup Adapter

Any clues?
