Manisha,

You are correct. Unfortunately Oracle for Windows NT does not have Network Manager in it (we did not find it either), however, you do get Network Manager in 16 bit version. As you said, you are going to have to move some files around to make it work (I can get the exact steps if you want, I remember we did it long back).

Once you have network manager running, it won't very difficult to create names or sqlnet files, or updating database entries into the names database.
