You usually get that error message when the file sgadef<ORACLE_SID> cannot be found in the $ORACLE_HOME/dbs directory. AS you can cannect on the server it sounds as if either your listener.ora (on the server) or tnsnames.ora (on the PC) have been configured incorrectly.
First check that the ORACLE_HOME is set correctly in listener.ora for the SID in question. if so then check the SID = part of the tnsnames.ora file to make sure you are trying to connect to the right SID for the alias you are using.
If both of these are OK the only other thing I can think of is that your ORACLE_HOME may be referenced via a symbolic link, which I have seen cause similar errors in the past.
