Yes, you certainly can create another instance, and this is the correct way of solving your problem.

I can't give you detailed instructions, since I've never done it on NT, but it wasn't too difficult on Unix

If you read through the "getting started" guide which came with your Oracle CD, you should find instructions in there. I've had a quick browse, and it seems that there are a number of different ways of doing, but using the Instance Manager seems like the easiest (maybe someone could confirm this?)
