Help!!! Interface not found? How do I fix this NT 4.0 ORA 7.3

I am running NT 4.0 service pack 3. I installed Oracle for NT 7.3 over Oracle
7.1. When I boot up NT, I get the message:

The OracleTCPListener service failed to start due to the following error:

The system cannot find the file specified.

When I run SQL Plus 3.3 I get the error message:

ERROR: ORA-03121: no interface driver connected - function not performed

Do you know how I can fix these???
