Trying to get SQL PLUS 3.1 to run under Windows

I am trying to run SQL Plus 3.1 but am having some problems. I have
developer 2000 on Windows 3.1. When I try to connect to a remote host
(on the user ID connect string prompt) it gives me a NSDW.DLL missing
error. When I contacted Oracle they asked me weather I have the 16 bit
compatibility installed. I didnt understand. Can someone help me on
this.
