Why is my rollback segment tablespace always 98% full?

The situation:

Sun Ultra Enterprise 4000, plenty o' disk and RAM 4 Oracle databases versions 7.1.3 and 7.1.6 (I know, but I have application requirements).

One of the databases supports training on one of our applications. I did an image backup yesterday of the whole system which involves shutting down the databases.
After bring it back up, I notice that the rollback segment tablespace is at 2% free space. The database has had NO user or administrative accesses since I brought it up besides running select queries like the free space one.

The question: Why is the RBS tablespace so full? One thought would be an uncommitted import or insert except that the database has been bounced. Anybody have an idea?
