Delphi 1 is a 16 Bit System - so you nead to install the 16Bit Sql-Net Client on your System!

Delphi 2 and 3 ar 32Bit Systems - so the ar using the 32Bit Client Software.

--> Install the 16Bit Version of Oracle SQL-Net and copy the TNSNAMES.ORA and SQLNET.ORA of your 32Bit %OraHom in your 16Bit /Network/admin path.
