Albert,

Try the following:

1. Switch out network card, yours might be bad.
2. Insure that you are the only one using your IP address
3. Try changing your HOST entry in TNSNAMES to IP address and not alias, you might have a problem connecting to DNS server/or HOST name resolution locally.

This is just a start, there could be other problem causing this, but it is hard to tell without knowing more or even being there.
