Thanks Richard for your feedback. That's exactly what it was (different number of processes per init.ora).

As to you uncertainty about COST. .. it is my understanding that COST is used by SQL*Net to determine which protocol to use in a multi-protocol environment. The drivers will chose the protocol with the lowest cost in order to optimize connection speed and reliability
