High availability is precisely what OPS is designed for. So the answer
to your first question is yes, although you might want to allow your
user community to have access to both nodes and provide some form of
network fallover should one node become unavailable.
To answer your second question, I recommend you attend Oracle's OPS
Admin class. That'll provide much more detail than I can supply via
e-mail.
