All db_links you own/can_see/are_in_the_database are described in USER/ALL/DBA_DB_LINKS. There you can see owner, db_link name, username to witch db_link connects, the instance to witch it connects and creation timestamp.
The only thing you can not see in the ALL/DBA_DB_LINKS is the password of the user db_link is connecting to (reasons are very obvious). However, in the USER_DB_LINKS you can also si the password.
