I found my answer on metaling (note 362127.1)

The policy violations suggested revoking privileges on some sys packages from public (such as UTL_FILE). What I didn't know was that you must then grant those privileges back to individual schemas (such as SYSMAN). Received on Wed Nov 29 2006 - 06:30:42 CST
