Hi!
I'm also getting ORA-12154. On the system (Windows 2000 Server SP4), I installed Instant Client 10g:
instantclient-basic-win32-10.2.0.2-20060508.zip and instantclient-odbc-win32-10.2.0.2-20060508.zip
In the system environment variables, I set:
TNS_ADMIN=C:\Oracle\instantclient_10_2\network\admin ORACLE_HOME=C:\Oracle\instantclient_10_2
To PATH, I appended: C:\Oracle\instantclient_10_2. I unzipped those two ZIPs mentioned further up to this directory.

ORABDE.EUROPE.DELPHIAUTO.NET =
(DESCRIPTION =

After having done this, I ran C:\Oracle\instantclient_10_2\odbc_install and rebooted the system.
I'm now trying to setup a ODBC connection, a User DSN. In the ODBC configuration dialog, I selected the suggested name "ORABDE" in the list of "TNS Service Names". I then clicked on "Test Connection" and entered a valid username and password. Screenshot:
As you can see on this screenshot, I got the following error message:
ORA-12154: TNS:could not resolve the connect identifier specified
There's only one tnsnames.ora file on the local harddrives of this system (content: see above and also at <http://vz6tml.pastebin.ca/211376>).
