Script Editor works in IE and don't work in FF. This is known problem with no workaround at the moment. In the actual ApEx version (2.2) this bug is IIRC already fixed , however this version is not released for Oracle XE. So, your alternatives are

1) work with XE and Internet Explorer
2) install ApEx 2.2 on Oracle EE/SE - works with IE as well as FF
3) wait until Oracle XE will be updated.
