I have not heard of XE having an update performance problem. You might want to compare the online redo logs sizes, rollback/unod tablespace layout, and shared pool parameters between the databases.

Note that when you created the 10g database you probably should have added some memory to the shared pool due to the additional overhead of 10g to 8. Also if one version was 32 bit and the other 64 bit more memory should have been added to the shared pool to accomodate the change in pointer sizes.
