Yup. It's not optimized for 10g.

Unless you provide more information about the 8i and 10g configs, that's about as close as I can get in the crystal-ball world.

In general 10g is about on par with 8i in performance. Perhaps mildly slower. If there is a significant difference it's because the assumptions made in 8i are not valid in the 10g environment.
