You have to create this key under the Oracle Home in the registry. Look for a file called oracle.key under your Oracle_Home\bin directory. Open it in notepad, this points to your HKLM\Oracle home location in the registry.

Alternately, you can add ORACLE_SID environment variable according to directions in my previous post.
