No one an answer your question except your Oracle Account Exec as this is the only person that knows what license agreement your organization has with Oracle Corp.

But I'd love to hear an explanation as to why you can't gain ready access to the person that makes his living off of selling you stuff. Never in my life have I had to wait more than 24 hours for a return phone call.
