I explained perhaps bad and I believe I found the reason (but not the solution). I can reproduce it easily.
I installed an oracle database on a XP Pro PC. The Database worked fine. When I am accessing he database I can connect. Now I try to connect from outside (internet) via Remote-Desktop to this PC. I can work fine with the computer, but if I try to connect to the oracle database. The connection will be refused (ORA 12560)

I hope this describes the problem better.
