Sqlplus worksheet doesn't use a local tnsnames.ora, sqlplus does. Conclusion: Your Oracle Enterprise Manager tns settings differ from your tnsnames.ora

I*sqlplus is web based in 9i and beyond, and the *gui* version of *sqlplus* is going away.
Obviously, information about this is in new features documents and release notes, that no one ever cares to read.
