I would guess that you are trying this in windows (XP?) using Oracle 10g?
Presuming you are doing this in SQLPlus ...
- did you set ORACLE_SID (or set INSTANCE) ?

• is the parameter remote_login_passwordfile set to exclusive in your init parameter file ?
• does the password file exist for the Oracle SID you are trying to connect to, or do you need to create it (using orapwd ....)
