0 and NULL differ, But NULL and '' do not differ? I call that inconsistent.

I fully agree with you. But I do not have the luxury of choice.
I claim compatibility with any SQL-based database system that supports a sane subset of SQL-92. Oracle has let me down in this department. I am in no position to force my client to migrate to another DBMS or install and maintain a second database, I would no longer have that client.
Fortunately the case in question does not bite me much, I can easily fix it using a special case for Oracle. But I have the imagination to visualize a lot of cases where this would be a major problem AND I would have to argue that Oracle does not conform to the standard.
