If you look at the specs and the docco, you will find that Personal is compatible with Enterprise, and includes all options except RAC (reference Chapter 5 of "Oracle9i Database New Features" at http://docs.oracle.com)

You are getting confused between license and software. License gives the 'right to use' and conditions. Once you have the licence, you obtain the software. In the case of the paid-for & trial license, you can get CD Packs, and the development license permits used of the downloaded version.

Sadly, Oracle does not provide a Personal Edition license for Linux.

(Which makes Oracle life in 1-2 man companies very expensive - quite tempted to start a petition on this ... will start a new thread.)
