The answer is YES, as Oracle includes locator and spatial components that can handle 2 and 3 dimensional data, either as georeferenced or non-georeferenced information.

However, I suspect you might not be looking for spatial relationship mechanism useful in CAD, CAM and GIS-style applications.

Therefore, please define or expand what you mean by '3-D'
