Reading some of all the free manuals is a good start, starting with the
Concepts guide. Some of the manuals are surprisingly readable. The
"PL/SQL User's Guide and Reference" for instance is just as good as any
book on PL/SQL I've seen, at least for readers with prior programming
experience.
