I believe he is referring to the cdos charter, available here: http://members.cox.net/oracleunix/readme-cdos.htm#subj3 While I personally have some picayune disagreements with a few of his interpretations, I have every reason to believe he understands it as well as anyone, as previous threads have examined the charter ad naseum.

I think if you had followed Daniel over the many years he's been on cdos, it would put the "bullying" in context. He appears to only do it when seriously provoked (see Mark's stats), which is not bullying at all. The "complaint to the university" is probably just a source of amusement - _I_ certainly find it amusing, as I would guess he knows the person who receives the complaints.
