OK: Watson, here's the facts:
1) Should be less in size than actually gotten 2) should be compressed, but is not.

Elementary: It's already decompressed!
(You gave it away by admitting you donwloaded in Windows)

Solution: just cpio the .gz file (or rename it beforehand)
