If you are in a US government shop, you probably are covered by a government-wide Oracle license for support. As they say, "see your DBA," and your shop may have a designated support administrator to delegate metalink privileges.

If they give you bureaucratic grief, tell them they are supporting terrorism. If they don't know about metalink administrators, offer to be one. If they don't have a DBA, tell them you are working on your cert and ask for a raise.
