If you purchased licenses, you have a license agreement which may or may not be customized. The ONLY people that can answer your questions are your license management people (purchasing department or possibly legal council) together with your Oracle rep. Any answer you get here will be speculation.
In general: you buy a license at a specific version. Assuming 'perpetual', you can use that license at that version forever. Most of the license agreements I've seen don't have any provision for updates, upgrades or patches; if you want upgrades, you buy the 'update' maintenance package. Again, you might have a special agreement - read it!
