1- it is possible to write ODBC programs that connect to multiple databases
so you could to this route

2- Look at Oracle's heterogenous services feature available with 8.1.7 up; however this requires that you possess an ODBC driver to the other database for the Oracle database server platform. There are white papers on metalink on setting up this feature
