Toad is good, or so I'm told. But Toad and PL/SQL are two different things. Toad is a GUI, and PL/SQL is a programming language. I'm not sure Toad alone will do all you're asking.

I second Alan's comment that you are in for a steep learning curve. Transitioning from MS Access to Oracle is like leaving a paved sidewalk to walk through a swamp, and without a map. Just be prepared for some frustration, and bite off small pieces to learn at one time.

For getting data into Oracle, you might find the following article helpful:

First, you'll need to get past the basics of just being able to connect to Oracle using the SQL*Plus command-line client. I recommend learning SQL*Plus. It's a universal constant in the Oracle world.

There are lots of GUI tools. Quest has some, as do several other companies. I usually use the command-line, and right now I can't seem to recall any of the other GUI tool vendors.
