There's an extremely good reason. The people running the project come from an area of expertise that is front-end development and who don't have a clue what they are doing when it comes to databases.
Expect a lot of money to be spent. Expect high-priced experts to be called in to fix things. Expect the project to be over-budget, under client expectations, and to float like a brick.
I can only think of a handful of projects like this that have succeeded and those that ran them were the best in the business: Nothing less.
