This is perhaps one of the most obscure things I've seen in the Oracle documentation. The documentation writers assume you are familiar with the underlying Http protocols and configurtation and never give a hint how to proceed. (hopefully Oracle is listening here!)

You should be able to proceed using a URL similar to

http://{myMachine}:{myPort}/pls/wfaccess/wfa_home.html

where

   myMachine is the machine address returned by

        the http listener install (localhost, www.computer.com ...)

   myPort is the admin port (eg: 7777, 7781 ...)

It's been a while so I'm not sure whether the WF install initializes things to this point - there may be additional steps (eg: set up the dad) between creating the listener and accessing the wf home page. You could check at http://{myMachine}:{myPort}:7778
