How much bytes should the statement read?
EXEC SQL AT :connectStr LOB READ :amt FROM :readBlob INTO :rBuffer;
You may try the following variant:
EXEC SQL AT :connectStr LOB READ :amt FROM :readBlob INTO :rBuffer WITH LENGTH :rBufferSize;
