Since you can ping, you know your host (PC) is reachable. Since you can tnsping, you know your listener.ora and tnsnames.ora are configured correctly. But your post said you connected the modem "and established a network." It's that second part that might be giving you problems.

When you established your network, did you install/configure the default WinXP firewall? Oracle and firewalls sometimes fight with each other until you set them up correctly. The tnsping is just the first step in making a connection to the database. IF you did install a firewall, you can search Google for "Oracle firewall" (without quotes) and you'll see a number of workarounds.

Which two services started and which one didn't?
