Can't run external procedure

Hello, All!
Help me please !!!
I'm can't running external procedure from client computer.From server - "all richt".I'm typing in SqlPlus this:

execute EXECOSCOMMAND('dir');

But have this:
ORA-28575: unable to open RPC connection to external procedure agent

ORA-12154: TNS:could not resolve service name

ORA-06512: at "SYSTEM.EXECOSCOMMAND", line 0

ORA-06512: at line 1
