Is there a way to find the date when a record in a table is insert or modified without a row (creation or modifcation date) in the table?

Exmple i have a part number table with row part nbr:

row ,spec,cost, ...  

and i want to know the the creation date of a part number.

Is there a way that Oracle can give the date without create a row that contain the date of the creation?
