TNS packet writer Failure

Hi


    I am very new to oracle, and have recently downloaded oracle 9i. The
installation went fine, but while creating the database it gives
ora12571:TNS: packet writer failure. I dont understand why it comes and have
searched the web but am not able solve the problem.



    It is not letting me create a database everytime i try the above error
comes and i have to abort the installation.



    Any and all help would be greatly appreciated.
