Go to http://technet.oracle.com and look up replication. You might also look at http://docs.oracle.com.

But I am fascinated by why you think a web interface is faster than client-server. And why your concern about perormance at all? You have so far been working in technology that is paleolithic so you would need to evaluate how it would translate to Oracle to make any reasonable assumptions.

And why VB? Why force yourself from one archaic technology into what is effectively another, ODBC? Why not consider Oracle's Internet Developer Suite with native connectivity to the database?
