Thought the Oracle Universal Installer, OUI, is not my favorite tool we have used it successfully on two different UNIX systems, VMS, and NT. Perhaps the problem lies else where. Also 'select * from db_users' is not valid in any Oracle version I was able to test (7.3, 8.0, 8.1) so you seem to have Oracle confused with a different database.
